ROW has plenty of agency and plenty of incentive to treat both in transactional terms, if they can form strong alliances. Nobody has to be a vassal if they don’t want to be.
Starmer’s China visit shows what happens when a middle power tries to go it alone as a supplicant. Carney’s China visit shows what happens when a middle power goes with cards.
I am not so sure a world order where there is more of a balance of power isn't a better alternative than what it is becoming with a megalomaniac at the head of the most powerful country on earth.
